National Standard for Content and Requirements of Fertilizer Identification

In order to regulate the labeling of fertilizers, the National Quality Supervision, Inspection and Quarantine Bureau introduced the national standard "Fertilizer Labeling - Presentation and Declaration" (GB 18382-2001) on July 26, 2001. Starting from January 1, 2002, all fertilizer packages produced by domestic manufacturers were required to comply with this standard. By July 1, 2002, any fertilizer sold in the market that did not meet the requirements was no longer allowed to be distributed. This standard is mandatory and falls under the jurisdiction of the National Technical Committee for Fertilizer and Soil Conditioner Standardization. The following outlines the main content of the standard. The standard specifies the basic principles, general requirements, and content of fertilizer labeling. It applies to all fertilizers produced and sold within the People's Republic of China. References include standards such as GB 190-1990 for dangerous goods packaging, GB 191-2000 for storage and transportation markings, and GB/T 14436-1993 for industrial product warranty documents. Key definitions include terms like "labeling," "label," "packaged fertilizer," "container," and specific types of fertilizers such as slow-release, coated, compound, complex, and organic-inorganic fertilizers. Nutrient content is expressed in percentages, and the standard provides guidelines for the layout, size, and placement of labels depending on the package size. All information on the label must comply with laws and regulations, be accurate, and avoid misleading or deceptive statements. Labels should be clearly printed, using standard Chinese characters, and may also include minority languages, pinyin, and foreign languages. The design must be eye-catching, durable, and readable throughout the product’s shelf life. Labeling requirements vary based on the size of the container, with minimum dimensions and font sizes specified for different categories. Additional elements like the fertilizer name, specifications, nutrient content, production license number, manufacturer details, and warnings are mandatory. The standard also includes provisions for quality certificates and references to international standards such as ISO 7409:1984, while incorporating local legal requirements. This standard ensures transparency, safety, and consistency in fertilizer labeling across the country, helping consumers make informed choices and ensuring compliance with national regulations.
