Why change? At the same time, health and equity needs to be improved, and the development of medical and health undertakings generally lags behind social and economic development. In the internal structure and development methods of health development, there are still various degrees of re-treatment, light prevention, heavy-scale development and infrastructure construction, and light Management and mechanism transformation, focusing on high-end technology development, light and appropriate technology popularization, heavy technical services, light humanities construction and other issues, the burden on individual medical expenses is still heavier, these outstanding conflicts must be resolved first. Therefore, the service concept, service model, and service scope of health work must also be adjusted and changed accordingly.

How to change? Chen Hao proposed five "must".

First, we must proceed from the overall interests of maintaining the health of residents and promoting economic and social development, and enhance the integrity and coordination of health development. We must coordinate the development of public health, medical services, medical security, and drug supply systems, and establish a sound basic medical and health system. During the “Twelfth Five-Year Plan” period, it is still necessary to attach great importance to the development of health services in rural areas, grass-roots units and the central and western regions, and constantly reduce the differences in the level of health services and health among different regions and populations.

Second, we must proceed from the level of economic and social development and the ability of the people to withstand and reinforce the foundation of public health and basic medical services. We must continue to increase government investment in health, optimize input structure, control medical expenses, vigorously develop appropriate health manpower and technology, and conduct the most direct and effective intervention on major diseases and major risk factors that affect people's health, and strive to obtain limited resources. The greatest health benefits are truly out of the path of health development with Chinese characteristics.

Third, it is necessary to shift from treatment-oriented treatment to health promotion, from focusing on individual service targets to families and social groups. The service content has shifted from specialization to more emphasis on the general public, and has established a continuous service model that covers everyone's entire life cycle. To fully implement the principle of prevention, health investment should be more inclined to prevention and health care; service agencies should adjust, improve, and strengthen preventive health care functions; strengthen health promotion, increase public health awareness, cultivate healthy lifestyles, and form a society-wide participation. Everyone is responsible for the new situation of health.

Fourth, we must improve the institutional mechanisms that are conducive to the use of traditional Chinese medicine, adhere to equal emphasis on Chinese and Western medicine, pay more attention to the characteristics of “conciseness, convenience, verification, and honesty” of traditional Chinese medicine, pay attention to the concept of “prevention from disease”, and emphasize the concept of health preservation. The sincere and people-oriented humanistic spirit has enabled TCM to play a greater role in improving the health of the people.

Fifth, we must give priority to nurturing high-quality health personnel, reform the institutional mechanisms for the cultivation and use of talented people, and foster professional and technical talents from generation to generation who are highly skilled, highly ethical, and able to adapt to future medical model changes and the health needs of the people.
